Job Description

Head Of Department (QS - Contracts)

To manage and handle day-to-day operation of the Contract Management department.
Manpower planning and allocation/assignment of staff to various projects.
Lead a team of Contracts Management Officers and guide them towards achieving the expected project delivery in accordance with the respective project’s requirements.
To provide information (e.g. review the contract management scope and manpower planning) to the Country Manager and proposal team for their submission of proposal for Consultancy tenders.
Review, draft and prepare Sub-consultancy Agreement for the employment of Sub-Consultant by Co.
A good team player whom is able to perform contracts management duties and support the project managers in areas including contracts management, preparation and evaluation of tenders.
To be able to manage and administer various types of contracts (EPC, Design and Build, Bills of Quantities, etc), including management of contractual claims and disputes, valuation of variations, payment certification, finalization of project account, etc. 
Familiar with various standard Conditions of Contract and able to provide sound contractual advice and presentation to Project Managers and Clients. The candidate shall also be expected to familarise and manage Contracts using in-house Conditions of the Client,
Able to prepare and evaluate various types of tenders jointly with the technical team.
To possess the basic knowledge of a quantity surveyor e.g able to 
perform basic measurement (taking-off) and produce cost estimate.
Quality Assurance – responsible for working within the provisions and guidelines of the Quality Assurance system
Safety – responsible for personal safety safe working practices. Understand and follow OH&S procedures

Job Specific Knowledge:

Minimum 15 years of relevant experience in quantity surveying/contract management and is able to lead a team of quantity surveyor and/or Contracts Management Officers.
Recognised Degree in Quantity Surveying/Building, Construction Management or equivalent.
