Salary ranges from $2,700 - $3,200/mth depends on qualification and relevant working experience.
1. JOB PURPOSE The incumbent will be an Assistant Executive in People Services Management (PSM), People Management Division (PMD), Manpower Department (MPD). He is responsible for assisting Team Leader/Assistant Manager (PSM) to provide HR services to officers in the SPF in accordance with the Police Force Act (PFA), Police General Orders (PGO), Government Instruction Manuals (IMs) and any other relevant legislation, SOPs/DSOs, guidelines or directives.
The incumbent is expected to perform the following job functions, as well as any other duties directed by Director Manpower. Staff Support for SPF HR Management Group (HRMG) on Employee Engagement matters Point of Contact (POC) for MHA Shared Service Centre (HRSCC) for HR matters Deskhead for SPF Units Implementation support for HR Initiatives Audit Facilitator and Coordinator Secretariat support for meetings
2. SKILLS, KNOWLEDGE AND COMPETENCIES
The position should be filled by a civilian officer with Diploma qualifications and a good command of English. He/She should be IT-literate and and be comfortable working in a multi-tasked environment. Formal education or relevant training in the field of HR would be an added advantage.

KEY RESULT AREAS (KRA)
Staff Support for SPF HR Management Group (HRMG) on Employee Engagement matters
Collate and organise data in support of policy reviews and decision-making on Employee Engagement matters to facilitate justifications and proposals. These may include surfacing precedent cases or other related policies and supporting documents
Sense-making and consolidation of different stakeholders’ needs or limitations. Maintain good understanding of specific SPF policies which may be unique.
Monitoring and staffing of regular management reports
Point of Contact (POC) for MHA Shared Service Centre (HRSCC) for HR matters
Liaise with HRSCC and officers for deviation cases whereby issues cannot be resolved directly by HRSCC
Facilitate to troubleshoot and resolve underlying issues
Collation of similar cases for root-cause analysis
Provide guidance to officers on use of Employee-Self Service functions in HR systems
Deskhead for SPF Units/Officers
Perform Deskhead roles for SPF units and officers who may not be managed centrally by HRSCC
Deliver timely and efficient HR services to such officers through their respective liaison officers.
Updating of physical files and E-Pfile
HR Preparer for INVEST Administration System (IAS)
Monitor and process monthly retention and release papers in IAS
Facilitate timely and accurate payments for officers’ INVEST payouts
Engage stakeholders in handling exceptional cases
Implementation Support for HR Initiatives
Liaise with relevant stakeholders to ensure smooth implementation of various HR initiatives (eg PTD, P&O, MPD, units etc).
Support training and briefings where necessary for new HR initiatives. Oversee transitional issues during implementation.
Process applications for system access and/or password resets in accordance with proper procedures.
Audit Facilitator and Coordinator
Facilitate audits by external agencies such as AGO or MHA IAU.
Consolidate audit reports to highlight common mistakes and/or lapses for policy reviews and process enhancements.
Secretariat support for meetings
Secretarial support for meetings conducted by DD PMD, Head PSM and Managers PSM Responsible for coordinating, collating and arrangement of all administrative matters from the beginning to the conclusion of the meeting. Others
