Assistant Director HR Business Partnering
The Assistant Director, Business Partnering supports the Cluster Head, HR Business Partnering in the following key work areas:
  • Collaborate with the University Leadership and HR Community to formulate and implement the faculty talent strategy so as to achieve sustained faculty recruitment and development and healthy benchstrength for academic leadership; and


  • Establish partnership with stakeholders of assigned NTU units to facilitate effective and efficient HR operations in alignment with University's policies and guidelines, while addressing the business needs through HR solutions.


Responsibilities:

Faculty Talent Strategy Planning and Execution
  • Support the Cluster Head, HR Business Partnering in collaborating with the University Leadership in the planning and execution of faculty talent strategy:
  • Identify faculty talent pipeline needs based on allocated faculty headcount hiring plans for each of the Colleges
  • Leverage available programmes from within the University, as well as from MOE and government agencies to build the pipeline for faculty talent at different levels
  • Partner with the Centre of Excellence for Talent Management to develop and implement the framework for succession planning and development with the aim to strengthen the benchmark for faculty leadership positions
  • Plan and facilitate proactive engagement by Senior Leaders with identified potential candidates of the faculty talent pipeline at different levels
  • Partner with HRBPs and stakeholders across Colleges to leverage 'ready-now' candidates in the faculty talent pipeline to fill available faculty job openings
  • Streamline the faculty recruitment process so that the University remains agile and swift in its hiring of faculty candidates
  • Develop a coordinated systematic pan-university tracking approach to monitor and report on the progress of identified potential candidates of the faculty talent pipeline at different levels


Business Partnering
  • Support the Cluster Head, HR Business Partnering in developing intimate knowledge of business needs of the assigned NTU units, translate business agenda into a HR agenda and ensure HR programmes are fit for purpose:
  • Build relationship as a trusted HR advisor with senior stakeholders and managers in the assigned NTU units, including display of strong professional credibility
  • Provide professional advice on the interpretation of HR policies and procedures, employment legislation, performance management, recruitment and rewards strategies
  • Educate the People Managers and employees on policy/ system changes and implications, as well as understand and gather their feedback and inputs
  • Collaborate with HR Centres of Excellence, HR Shared Services and relevant key stakeholders in the delivery of key HR projects including policy and process reviews, employee engagement surveys, learning and development programmes, manpower planning, performance management and promotion exercises etc.
  • Establish clear understanding of the recruitment needs for the assigned NTU units, and work closely with the HR Shared Services and hiring managers to hire the appropriate talent on a timely basis
  • Provide advice and manage matters related to industrial relations, employee grievances, conflict management, discipline and unsatisfactory performance


Requirements:
  • At least 8 years of relevant HR experience
  • Good understanding and practical application of local employment law and HR practices, and familiar with the emerging HR trends
  • Proven track record in working with Senior Leaders and demonstrated ability to challenge whilst maintaining a constructive relationships at all levels
  • Excellent communication skills (written and verbal)
  • Collaborative, agile and resourceful
  • Comfortable in operating in a fast-paced and constantly changing environment
  • Strong mindset for continuous improvement and service excellence
